BEIRUT - Syrian Foreign Minister Walid al-Moualem said on Tuesday that Turkey was capable of carrying out its obligations in a deal it struck with Russia over Syria's Idlib province. Speaking in a televised interview with the Lebanese channel al-Mayadeen, Moualem added that militants in Idlib needed to hand over their heavy and medium-sized weapons before December.
