Ra'am's controversial electric bill was passed by the Knesset's Internal Affairs and Environment Committee on Tuesday.
The bill will now go to the Knesset plenum for its second and third hearings, which it also needs to pass before becoming law.
The five-year NIS 33 billion care package to the Arab sector, which will go towards economic development, job training, innovation, high tech, building thousands of homes and improving the education and health care systems, was previously passed by Prime Minister Naftali Bennett’s cabinet in October.
