Federica Mogherini, the new European Union Foreign Policy Chief, criticized on Tuesday Israel's controversial decision to suspend the flow of tax revenues to the Palestinian Authority. The decision, she said in a statement, "runs counter to Israel's obligations under the Paris Protocol" and endangers steps being taken by the EU to advance a two-state solution.Mogherini stressed the importance of an "effective Palestinian Authority" to a final agreement between Israel and the Palestinians, adding that the EU was working towards that outcome by providing financial aid and support to "the infrastructure and institutions of a future Palestinian state.""These achievements," she warned, would be put "at risk" by freezing the transfer of some NIS 500 million in tax collections to the Palestinian Authority – a decision Israel announced following the filing of a formal application for membership of the International Criminal Court by the Palestinian leadership last week.
