Former Manufacturers Association president Shraga Brosh will replace Haim Ramon as head of Kadima's governing council, party chairman Shaul Mofaz announced at Monday's meeting of his faction in the Knesset.Mofaz also announced that MK Israel Hasson will replace Transportation Minister Israel Katz as head of the coalition committee working on changes to the electoral system. Mofaz told the faction that the committee would start its work within the next two weeks and draft a proposal by the end of the year that would already be in use for the next election.Katz's spokesman said the move was coordinated with him and that he would forward Hasson his recommendations to raising the electoral threshold, increase the number of MKs needed to pass a vote of no-confidence in the government, limit the number of ministers, and enact direct, regional elections for part of the Knesset.
