Environmental Protection Ministry measurements of beach cleanliness for the months of January to March indicated that on average, beaches under the jurisdiction of both Tel Aviv-Yafo and Eilat remained at "very clean" levels throughout the winter.The measurements of beach cleanliness examined the levels of cleanliness at undesignated beaches throughout the country that are under the responsibility of local authorities and constitute a public service. Results from month-to-month varied from "very dirty," to "dirty," to "medium," to "clean," to "very clean."In addition to the Tel Aviv and Eilat beaches, those of both Bat Yam and Akko also received "very clean" ratings. Those that on average remained consistently "dirty" or "medium" throughout the winter months included those in Kiryat Yam, Haifa, Hof HaCarmel, Jisr Az-Zarqa, Beer Tuvia and Ashkelon.
