The Knesset members who make the most use of the parliamentary tools available to them in the current Knesset are in United Torah Judaism, and the least are in the Zionist Union, according to a new study conducted by the Israel Democracy Institute.The study graded all the factions in the Knesset on parameters that included passing laws, attendance in the plenum and committees, issuing parliamentary queries, speeches in the plenum, voting in the plenum and taking advantage of the Knesset’s information and research center.Meretz was the second-most active faction after UTJ, while the Zionist Union, followed by Yisrael Beytenu, were the least active overall.The faction that has passed the most laws is Bayit Yehudi, followed by United Torah Judaism and Kulanu. UTJ MKs speak most among coalition factions.Parliamentary queries of cabinet ministers were requested the most by the Joint List, followed by Meretz. While such queries are intended to be a tool of opposition, UTJ still beat out Zionist Union and Yesh Atid in the number of queries requested.Attendance in the building was highest among UTJ, Bayit Yehudi, Kulanu, and Shas MKs, perhaps because they have MKs who live in Jerusalem. Meretz, which has no MKs who live in the capital, had the lowest attendance. Among coalition parties, Yisrael Beytenu had the lowest attendance.When it came to attendance in Knesset committees, UTJ had the highest attendance. Zionist Union had the lowest attendance, and Yisrael Beytenu the second-lowest. However, Yisrael Beytenu MKs vote the most, while Likud, Joint List and Yesh Atid MKs vote the least.
