Russian Deputy Foreign Minister Sergei Ryabkov said that Russia and the United States have been in direct contact in recent weeks over the New START nuclear arms treaty, state news agency TASS reported on Thursday.
President Vladimir Putin said in February that Russia was suspending its participation in the treaty, the last remaining pact between the two countries that limits the size of their nuclear arsenals.
