The director general of the Gaza Board of Peace, Nickolay Mladenov, published his roadmap for implementing US President Donald Trump’s peace plan for the Gaza Strip in a series of posts on X/Twitter.
The proposed “Roadmap to Complete the Implementation of President Trump’s Gaza Comprehensive Peace Plan” contains 15 points, such as Hamas’s disarmament and the IDF’s withdrawal from Gaza.
Mladenov noted that Hamas would neither be expected to surrender immediately nor to disarm unilaterally under the proposed plan. Instead, the disarmament would take place in phases, via a Palestinian-led and internationally verified process.
Weapons confiscated during disarmament would not be handed over to Israel, Mladenov clarified. They would be transferred to the National Committee for the Administration of Gaza (NGAG), the Palestinian technocratic committee charged with handling civilian administration in the Gaza Strip.
As the incremental disarmament of Hamas is verified, Israeli troops are expected to withdraw from Gaza in phases, according to an agreed-upon timeline, Mladenov explained.
Under the proposed plan, the facilitation of Hamas’s disarmament and the IDF’s withdrawal would be supported by the International Stabilization Force (ISF).
Reconstruction of Gaza to proceed when stability is verified
According to Mladenov, “the purpose of the ISF is to reduce friction during the transition and support stability while Palestinian transitional institutions assume responsibility on the ground.”
He also detailed that a Palestinian “social peace agreement” would be implemented as part of the roadmap, including “commitments to stop internal killings, prohibit reprisals, ban armed demonstrations, and end displays of armed force.”
Efforts to reconstruct areas of Gaza that were destroyed during the Israel-Hamas War would begin as other parts of the plan are implemented. Financing and rebuilding would not move forward until a functioning administration under the NCAG could be verified.
“The faster implementation progresses, the faster Gaza can begin rebuilding homes, schools, hospitals, infrastructure, and economic life at scale,” Mladenov said.
He emphasized that each step of implementing the plan depended on each party fulfilling its obligations. To this end, he announced that a verification mechanism would be created to ensure that such obligations were fulfilled before proceeding to further steps.
