After quitting the Black Sea grain deal, Moscow has launched frequent attacks on the ports of the Danube River, which has since become Ukraine's major route for exporting grain.
Moscow has previously denied stealing Ukraine's grain.
Buildings and silos alike went up in flames following alleged Russian drone attacks.
Also, for the first time since the expiration of the grain deal, several foreign cargo ships arrived in the Izmail port via the Black Sea on Sunday, Ukrainian media reported.
Putin said he may begin attacking grain ships still plying the international waters of the Black Sea.
"Victims of sanctions must cooperate," Zimbabwean President Emmerson Mnangagwa said. "And this is the cooperation we are seeing."
Russia had declared that any ships traveling to Ukraine's Black Sea ports would be seen as possibly carrying military cargoes.
The IMF on Tuesday forecast that global headline inflation would fall to 6.8% in 2023 from 8.7% in 2022, dropping to 5.2% in 2024, with core inflation declining more gradually to 6.0% in 2023.
